Selection Criteria

• Schools in region with low economic level, the annual per capita income is below national rural GDP of RMB1500
• The school offers “complete” primary education from P.1-6
• Steady population growth is recorded in the area
• School principal and teachers show sincere teaching attitude
• Local government officials are willing to support the rebuilding

School Rebuilding Procedure:

• Receive proposals from local Education Bureau
• Review proposal by members of School Rebuilding Team that sends volunteers to do site visits
• An assessment meeting will be held to review findings from site visits##
• Make recommendation to donors for shortlisted projects
• Discuss with local government and supervisory bodies, then draft agreement
• First instalment will be made after foundation-laying and commencement of construction
• Receive interim report, members of school rebuilding team will conduct on-site inspection. Second instalment will be made after verification.
• 8.Verify by local audit department and issue “Completion of Construction Certificate”
• School rebuilding team members to do on-site inspection and verification. Third instalment of donation will be made

## Verification Standard:

• Reference on project content, direction and urgency in the proposal provided by local Education Bureau
• Reference on the inspection report prepared by volunteers after site visit, including photos, interviews, reports, the number of “poor” students in the school and student’s family background
• Opinions of experienced volunteers of school rebuilding team

Monitor Procedures:

U-Hearts has a rigid supervisory model to ensure donations are used properly on school rebuilding:

• All donations transferred require official receipt issued by the Education Bureau
• Each construction contract has 2 orginals, one to be retained by local Education Bureau, another to be kept by U-Hearts & donors
• After contract signing, building plans and construction drawings have to be verified by construction professionals and experienced volunteers for verification
• After confirmation of construction drawings and project commencement, local Education Bureau has to provide construction photos
